Breakfast and Lunch Programs
Breakfast will be served each morning from 8:30 to 8:50 am. All students are welcome to enter the lunchroom from the west lunchroom doors for breakfast in the morning. Lunch will be served to students each day they attend school. Northlake no longer qualifies for the grant that served breakfast and lunch free to all students. We encourage all families to apply for free/reduced lunch through Skyward. If you have any questions or would like assistance with the process, please contact our office.
School Attendance
School attendance is essential for student success. Students are expected to be in school every day except for an emergency or illness. Other instances should be discussed with school personnel in advance. All absences should be cleared/excused through the office. Parents are to call the school by 9:30 a.m. to inform the school when their child is out of the building. Even a half day of school is better than no day of school. Northlake uses LAND Trust money to fund an Attendance aide who will work with students and parents of those who struggle with attendance.
Tardiness
Arrival and Dismissal
It is important that students learn to be punctual. The best time to arrive for school is between 8:35 and 8:45 a.m., unless the student is eating breakfast at school. Breakfast is served from 8:30 to 8:50 a.m. Students should not arrive before 8:30 a.m.
Students walking home should leave the school grounds immediately at the end of the day. Bus students must go directly to their bus. If a child misses the bus, a parent will be called to pick up the student. NO child should be left unattended after school hours.
Supervision will not be provided for students who arrive before 8:30 a.m. or remain later than 3:45 p.m. (12:30 on short days) unless they are under the supervision of parents or participating in a supervised school activity. These procedures are designed for the safety and well-being of your children.
When students arrive at school for the day, they should first get breakfast if they are eating at school. After a student eats breakfast, or if they are not eating at the school, students may play on the playground or go to the library. We also provide other options for students in the morning during the winter months.
Checking Out During the School Day
Student Drop-off/Pickup Area
Parents who drive their children to Northlake Elementary or pick them up are asked to help us with our school safety. Those picking students up may pick them up in the front parking lot or meet your child at one of the streets that border our property on the north and east of the school. In the front parking lot, traffic flows through the parking lot in one direction only. When leaving the parking lot, only a right turn onto Coleman Street is permitted between 8:00 and 9:00 a.m. and 3:00 and 4:00 p.m.
The yellow zone next to the curb is for dropping off and picking up students. Pull into the yellow zone for loading and unloading by the yellow curb. Pull forward as far as possible before stopping. If the car in front of you pulls up, please continue to pull forward as far as you are able. Students are directed that they will not approach your vehicle until you are in the yellow zone and at a full stop. Do not leave your car unattended in the yellow zone. Do not stop in the red zone next to the entrance doors. Do not pick your children up in the red zone. Doing so will impede traffic and is a safety hazard.
Parents who need to enter the building or wish to get out of their cars to pick up students must park their vehicles in the parking lot. A crosswalk is located near the handicapped parking. We ask that all children and adults use the crosswalk for safety and to model safe behavior to our students. Children should be taught to use the crosswalk. Do not allow children to cross the parking lot between cars.
We appreciate your help in making our school safe for our students and your children
Communication
Beginning in the 2025-2026 school year, the school district will implement a new system for communication between teachers/staff and parents. This new system is called Parent Square. This system will allow parents and staff to message in a variety of ways to help ensure that parents have the information they need to help their children be successful. Please watch for information coming home about ParentSquare and reach out to the office if you need any assistance using this platform.
Bus Area
Walking Plan for Northlake Elementary
Location: Northlake Elementary, 268 North Coleman, is located near the corner of Utah Avenue and Coleman St.
Students are encouraged to walk only along established routes to and from school. Students should use sidewalks whenever possible and cross only at intersections and in crosswalks. Students should, under no conditions, play or walk in the streets. Students should not touch, walk through, or interfere with any person’s home or yard on their path to school. Northlake Knights are respectful.
The crossing guard is at the intersection of Utah Avenue and Coleman Street. There are crosswalks located on Coleman and in the parking lot.
Accesses to the school property are located on Coleman, Champlain Street, and Tahoe Street at Mead Street and Powell Street.
Parents should walk with their child until their child is comfortable with the route.
You can access our SafeRoutes walking plan at https://saferoutes.utah.gov/. This website also offers other great resources and information.
Bicycles, Skateboards, Scooters, etc.
For safety reasons, during the school hours of 8:30 a.m. to 4:00 p.m., no bicycles, skateboards, rollerblades, scooters, or skate shoes may be ridden on the school grounds. Students must walk these vehicles when they arrive on the school grounds. Students who ride wheeled vehicles to school must lock them up on the bike rack. Students must furnish their own locks. No wheeled vehicles will be allowed in the building, including skateboards, hoverboards, or similar items. Students will be required to remove wheels from their shoes when wearing them on school grounds. If the wheels cannot be removed, a parent will be called to bring another pair of shoes.
Parental discretion is advised in allowing your student to ride his/her bike or scooter to school. All wheeled vehicles should be used with extreme caution. Parents will be contacted if their student violates school safety procedures, the item may be held at the school for the parent to pick up, and the privilege may be revoked.
Emergency, Illness, or Injury at School
If a student becomes ill or is injured at school, parents/guardians will be called. Parents/ guardians will be expected to pick up the ill/injured child or to make arrangements for another person to pick up the student as promptly as possible. Having an ill child at school may affect the well-being of other children. If no contact can be made, the student will remain at the school until the end of the day. In severe cases, the student may be transported by ambulance to a medical facility. It is imperative that we have a current telephone number where we can always reach a parent, relative, or neighbor. Please notify the school immediately of any change in information.
Medications
The school staff is not allowed by law to dispense any medications except with the written consent of the child’s physician and/or the County Health Department. Forms for this purpose are available in the office and must be completed BEFORE the medication can be administered. All medication containers must have complete information attached: name of contents, patient, dosage, and instructions. The school will not dispense over-the-counter drugs, such as aspirin, allergy pills, cough syrup, or drops. Inhalers may be used according to State Policy and Guidelines and in accordance with the student’s Health Care Plan. If your child needs a Healthcare Plan, please contact the office for assistance.
Emergency Preparedness & Evacuation of School
In the case of an emergency, parents/guardians and staff members want to know:
1. About the safety and well-being of the students
2. The scope and nature of the emergency, and
3. What they need to do
The school has developed an Emergency Preparedness Plan. In the event of an evacuation of the building, the instructional staff has the responsibility of leading students to a safe area. Every effort will be made to notify parents during an emergency. Parents are asked not to approach the school unless asked by emergency personnel to maintain clear access to the school grounds for emergency equipment.
If students from Northlake Elementary must be evacuated from the school, the reunification center is the Dow James Building located at 438 West 400 North.
Student Grades
Parents may access student grades online through Skyward. Skyward gives parents access to attendance, tardies, lunch fees balance, and grades. With the aid of the Internet, the system will help parents and students track academic progress. You can access Skyward by visiting www.tooeleschools.org, where a link to Skyward is available. Parents will need a login to gain access to the information on their child. You may contact the office for that information.
Homework
Homework is an important resource in helping students learn and should be included as an integral part of the instructional program. Meaningful and productive homework assignments are a positive experience and provide students with the opportunity to:
a. Increase time on the learning task
b. Reinforce skill development acquired in the classroom
c. Extend and enrich understanding of concepts
d. Acquire self-pacing and time management skills
e. Assume responsibility for independently completing tasks
Homework assignments will be:
a. Related to the curriculum work in the classroom
b. Designed to address the needs of the group and the individual student
c. For the purpose of reinforcing, extending, enriching, and/or strengthening skills
d. Explained thoroughly in terms of content, process, and due date
e. Designed to be reasonable and allow for students’ out-of-school responsibilities and schedules
f. Determined by the classroom teacher.
Special Help
There are special services available through the school for assistance with speech, hearing, social work, testing, resource, and other additional services. If you feel there is a need to have your child referred for any of these services, please call your child’s teacher, the office, or the principal.
Visitors/Volunteers
School volunteers are an important part of our educational team and make a difference in the lives of our students. We welcome parents, guardians, and other adult guests. To volunteer, you must apply and complete a background check through the school district at https://appgarden5.app-garden.com/VolTrackUT30.nsf. Through this process, you will need to go to the district office for fingerprinting. You can call the school for assistance or updates on your application. Once your application has been approved, we welcome you to schedule a time with your child’s teacher to come and assist. Before volunteering or visiting a classroom, you must check in at the office and wear a visitor’s badge. Visitors are also required to adhere to the school’s dress code.
In the 2025-2026 school year, Tooele County School District will be installing a new system, called Raptor, for visitors to sign in at the office. All visitors will use this system to sign in at the building. Visitors will be required to have an ID with them in order to log into the Raptor system and enter the school.
Student Visitors
Student visitors are not permitted to attend classes, visit the school, or classrooms during the regular school hours of 8:30 a.m. to 4:00 p.m. Students from other schools are not permitted to pick up students from school during the school day without 1) written parental/guardian permission and 2) prior approval of the principal.
Junior High or High school students are not allowed on the school campus during the day without permission from the principal.
Recess
Please plan for students to go to recess each full day of school. They will also go outside on short days, in some cases. Please ensure that students are dressed for the weather. We encourage you to mark all outerwear clothing with your child’s name.
We do monitor the weather, temperature, and air quality. We will make every effort for students to go outside for recess, given these factors. If your child is sensitive to the air quality, please ensure that their teacher is aware so that we can accommodate their needs when it is not safe for them to be outside.
Cell Phones, Smartwatches, and Personal Devices
District procedures state that students may not have phones or cellular watches with them while at school. Students may turn off their devices and store them in their backpacks if they have a reason that they need the device in their possession before or after school hours. The school is not responsible for student phones/electronics that are brought to school. Students not following these guidelines will be asked to surrender their device to the office for a parent to pick up.
District- or school-owned devices must be used only in accordance with district policy. Students are responsible for the care of their school device and should report any problems with their device to their teacher as soon as possible. Students may not use any electronic device to access inappropriate content while on school property or while using District connectivity.

Tooele County School District recognizes that technology can enhance teaching and learning, along with the sense of security that cell phones and smart watches provide, and we are dedicated to ensuring their safe and civil use.
In an effort to create an optimal learning environment at Tooele County School District high schools, we will limit the use of cell phones, smartwatches, and other personal electronic devices during school hours. These devices, while beneficial in many contexts, can be significant sources of distraction and disruption in the classroom. By minimizing their use, we aim to foster a focused and engaged learning atmosphere where students can fully participate in instructional activities. Additionally, restricting these devices helps prevent negative behaviors such as cyberbullying, cheating, and other inappropriate or illegal activities. Our primary goal is to enhance student focus and engagement, ensuring that every student can thrive academically and socially in a supportive and undistracted environment.
Personal electronic devices, including cell phones, smart watches, headphones, tablets, etc., may be brought to school with parents’ permission but must be turned off and stored out of sight during school hours for elementary and instructional time for secondary. Cell phones or smart watches are not to be used by students in bathrooms, locker rooms, and ALL learning spaces.
Cell phones will be allowed for students with a specific need per their healthcare plan, IEP, 504, or ILDP. The office phone is available for students when necessary and with permission during the school day. TCSD cannot assume any responsibility for cell phones or smart watches.
Procedures
If students do not comply with the cell phone or smartwatch rules, consequences may
be the listed actions.
Exceptions may be made for students with a health care plan (such as students with a continuous glucose monitor), IEP or 504. This will be approved on a case-by-case basis by meeting with the principal, teacher, and case manager.
With minor communication emergencies, parents will need to contact the main office to either call down their student or to relay a message.
With a school-level emergency or crisis, we ask that parents and students limit or avoid communication and wait for instructions and communication from local incident commanders. Misinformation spread during a crisis can often be more dangerous than the crisis itself.
Teachers will always have nearby access to the classroom phone.
1st infraction: Verbal warning
2nd infraction: Cell phone/watch held at the office and the student can pick it up at the end of the day.
3rd infraction: Cell phone/watch held at the office until a parent picks it up. Infractions documented in Educators Handbook.
Additional consequences will be implemented if students continue to not comply with cell phone/smartwatch rules. Students will be required to turn in their device to the office at the start of each day.
Telephones/Cell Phones
Personal Items/Nuisance Items/Toys
All student property should be labeled appropriately. Occasionally, during the school year, students bring personal objects from home. It is regrettable that sometimes personal property is lost, damaged, or stolen. We discourage students from bringing items with no educational purpose to school. The school will not be responsible for lost, stolen, or damaged items. Also, any item that could be a classroom distraction or nuisance should not be brought to school. This includes items such as perfume, cologne, toys, laser pointers, or any other item that could cause a distraction. If you have questions about items appropriate for the classroom, contact the teacher directly.
Lost and Found
A lost and found area at the school is located in the lobby. Those items found by students and staff will be placed in containers where the owner may claim the items. The school will not be responsible for lost, stolen, or damaged items. Parents are encouraged to label their students belongings with their names and check the lost and found on a regular basis to claim lost articles.
Treats at School
Assemblies
Assemblies are planned for the enjoyment and education of the students. Students will be seated in an orderly manner. Disruptive behaviors, such as stomping, booing, etc., are not permitted. Following assemblies, students will remain seated until dismissed by the person conducting the assembly. Students asked to leave because of poor conduct will forfeit the right to attend future assemblies or activities.
Dress Code
The way a student dresses for school has an impact on their behavior and work habits. With the health, safety, and educational climate of students in mind, we have designed the following guidelines for appropriate dress and grooming while at school or while participating in school activities.
o Clothing must be neat, clean, and not present a health or safety hazard.
o Clothing and personal items shall be free of any messages that are crude, illegal, violent, or vulgar.
o Items that display advertising, promotions, and likeness of tobacco, e-cigarettes, alcohol products, gang activity or affiliation, or drugs, or which are contrary to the educational mission of NLES, shall not be allowed.
o Hair styles should not disrupt the school day or learning atmosphere (except for scheduled ‘crazy hair days’). Hair coloring is allowed if it does not detract from maintaining a safe and effective school environment and learning.
o Clothing must be the proper size. Underwear should not be visible above the tops of pants. Oversized pants must be worn with a belt. Simply covering the pants with a shirt is not acceptable.
o Clothing must cover the midriff, underwear, and cleavage (even when seated).
o Clothing must be modest and must not interfere with schoolwork or create classroom distractions. Some examples of items of clothing that are not allowed would be:
-Clothing that is mutilated, cut off, overly distressed, or “grungy/grubbies”, or immodest
-Shorts or skirts above mid-thigh, unless leggings are worn. Such leggings may not be see-through.
-Bare midriffs, halter-tops, tube tops, strapless shirts/tops, muscle shirts with enlarged holes, or similar revealing clothing
-Clothing that has holes above mid-thigh
-Chains or other large metal accessories
This list is not exhaustive. School personnel will have the discretion to determine additional types of clothing that will not be permitted.
o Clothing that is immodest or suggestive, advocating illegal or inappropriate or offensive behavior or language; gang or gang-related apparel or symbols are strictly prohibited.
o Shoes or sandals shall be worn to ensure personal safety and hygiene. Students are encouraged to dress appropriately for the weather and wear reasonable footwear for the activity and season.
o Hats and hoodies are permitted so long as they do not disrupt the learning environment or make it difficult to quickly identify students. School personnel can, at their discretion, require students to remove hats, hoods, beanies, etc.
o Sunglasses may not be worn inside the building. Sunglasses may be worn on the playground. Please notify the teacher if there is such a need.
We hope all students will take pride in their appearance. Violations of the dress code are generally rare in our school. We respect and make accommodations for individuals with health needs or religious beliefs. Please contact the principal for assistance if needed. Dress code violations will be handled at school, when possible, but parents may be notified on occasions when a change of clothing is required.
Please refer to Policy #5004 for additional information.
General Guidelines for Safe Schools
Discipline and safe schools go together. We have adopted the philosophy that developing self-discipline greatly enhances a student’s learning. We ask that you discuss with your students the importance of and need for exhibiting good behavior and maintaining a positive attitude while in school. Students must always be respectful of each other and all staff.
To ensure the safety of all students, parents, and school staff, we have adopted the following policies:
a. All doors to the school, including the front door, will be locked. All visitors must enter through the front doors by ringing the doorbell to be buzzed in. You must then check in at the office.
b. Students checked out of school during the school day must be checked through the office. Individuals checking students out of school must have identification and be listed on the student’s Skyward account.
c. Students or the public must not bring anything that may be construed to be a weapon to school. This may include the following, but not limited to: guns, knives, exploding devices, flammable materials, matches, lighters, chain wallets, any material which may be used to strike or harm another student, such as a baseball/softball bat, or items that may look like or resemble any of the above.
d. Any student who appears to harass or bully another student will be disciplined according to district policy.
e. Fighting is not accepted or tolerated. Rough play and “play fighting” may be treated as fighting.
f. Profanity or use of obscene language, whether spoken, written, or gestured, is subject to discipline, including possible suspension.
g. A student may be suspended for willful disobedience, defiance of proper authority, or disruptive behavior that interferes with classroom learning.
h. Drugs, alcohol, or tobacco products are not allowed at school.
i. Gang-related attire, drawings, or actions are forbidden.
j. Language, written or verbal, of a sexual nature is not allowed. This includes drawings of inappropriate topics.
k. Vandalism or destruction of private or public property will be dealt with according to the law. Students are responsible for the appropriate use of all school materials. Students will be expected to pay for damages that are beyond normal wear and tear. Students are also responsible for lost materials.
Any student found in violation of school or district policy in relation to the Safe School Policy will be disciplined, and corrective actions will be taken. Please refer to district policy for additional information
Discipline Plan
Northlake Elementary believes that positive behavior and academic success of students go hand in hand. Northlake Elementary focuses on positive behavioral intervention and support and has a discipline plan in effect that emphasizes the high expectations of our students and staff. Our discipline plan focuses on creating a safe and positive learning environment. This plan fits within the Tooele County School District Safe School, Conduct and Discipline Policy.
Included within a school discipline plan is a set of guidelines for success. Our school guidelines are:
Northlake Knights are Safe, Respectful, Responsible, and Ready.
Guidelines for success help “describe basic attitudes, traits, and behaviors that will help students be successful in [their] classroom and throughout their lives” (CHAMPS). These are intended to form a nucleus for an orderly and safe school environment. They are the framework for a school-wide discipline plan and aid in dealing with problems. In addition to school and district rules, students are expected to use common sense and to act responsibly.
A school discipline plan aims to reward positive behaviors and provide incentives to change unacceptable behavior to acceptable behavior. Good behavior and regular attendance are rewarded with individual, class, and grade-level incentives. Negative behaviors are met with consequences, including think-time, loss of privileges, detention, suspension, or other appropriate consequences. In general, most minor discipline problems will be handled in the classroom between the student and teacher. However, parents may be notified if the problem becomes a deterrent to learning in the classroom. In case of a major problem or incident, the student will be referred to the office, and actions will be taken according to school and district guidelines.
Conduct on School Buses
The driver has complete authority over his/her bus, and students must strictly adhere to all the rules. Students must remain seated while the bus is in motion. The student and his/her parents will pay for any deliberate damage to the bus. All district school buses must be left as clean as when they were boarded. Windows may be opened after obtaining permission from the bus driver. No body parts may be placed outside the bus. Yelling or signaling to pedestrians is prohibited. All other school rules apply to students on buses. Riding the bus is a privilege, and students should act accordingly.
Bullying Prevention Plan
Unfortunately, behavior problems sometimes occur within a typical elementary school. One of these problems is bullying. Bullying is harmful and will not be tolerated. Many students in elementary schools joke around with each other, call each other names, or engage in physical horseplay. We discourage these behaviors at school, but not all of these events are bullying. Teachers, Staff, the Counselor, and Principal, alongside parents, work with the students to identify the root cause(s) of these behaviors to try to solve the real issue together.
Bullying is about power. Bullying usually occurs between students who intend to hurt the victim in some way. In a bullying situation, there is sometimes a difference in power between the bully and the victim. The bully may be bigger, stronger, or more aggressive. However, this is not always true. The bully may intimidate others or have the power to exclude others from their social group. Bullying may be physical, written, or verbal in form. Bullying is a deliberate act of aggression towards another student that is repeated over time and is hurtful.
At Northlake Elementary, our goal is to stop bullying from occurring. Prevention programs are used in each of our classrooms to teach students skills that help them handle situations themselves. As our teachers become aware of bullying behaviors, they will work to stop the behavior and apply the consequences for bullying, which are included in our school discipline plan. We strive to provide constructive learning experiences for students who have exhibited bullying behaviors. We recognize the need to provide consequences for inappropriate behavior, but as educators, we also recognize the need to “teach” students more appropriate behavior. In response to bullying behaviors, we attempt to help our students understand the effects of their actions on the school community, take responsibility for the behavior, and accept the consequences.
Parents play a key role in the prevention and cessation of bullying behaviors. They can help us achieve our goal of being a bully-free school by teaching their children to be kind and tolerant of others. Accepting nothing less than respectful behavior from our children at home and school is the solution. We also ask for parent support in reporting bullying and other concerning behaviors to teachers and administration, where appropriate.
